There are three things which make a journal improve its quality. These, as i feel include:
1- Having a DOI?
2-Getting indexed in pubmed/appear on pubmed?
3- having an impact factor?
If any journal editor has to apply for these criteria, what are the possible and easier ways?

if your publisher is not in the DOI system yet, it can apply e.g. to the Crossref:
https://www.crossref.org/membership/
You can get a DOI as well if you publish as a Preprint on a preprint service like ResearchGate or PeerJ [ https://peerj.com/preprints/ ]. However, as said by other respondents for your article to be indexed you would have to publish in a journal already indexed by a major database.To get an Impact Factor you need to publish in a Journal that already has an Impact factor.
You need to be aware also of the phenomenon of Predatory Journals who will claim to have an Impact Factor but don't or use a fake Impact Factor. They will also make fraudulent claims about where they are indexed. There is a lot of information about this on RG. Best advice is to do some careful research on the journals before you consider submitting anything. BW Matt
I think what Sikandar Hayat Khan is seeking for is how to make his journal as Editor of a Journal have DOI, Impact factor and probably indexed in Pubmed.
Those experts in this area should provide insight to this question.
I know you can get free DOI for every of your journal if it does not have any via Zenodo website. If you don't have access to a suitable repository, then I recommend Zenodo - https://zenodo.org/ which is a free data repository that will give you a DOI for your dataset so that it can be cited. Zenodo gives free DOI for your publications.
Agree with Omolayo M. Ikumapayi
beside Zenodo there is also Figshare (fighare.net) platform with similar capabilities. BUT it is worth mentioning that both these platform are getting DOIs from DataCite services (datacite.org), not from Crossref.
Using these platforms we are unable to obtain a pool (in terms of range) of identifiers that further we could assign to papers by ourselves. We only can get (manually) one single identifier for each paper separately what in case of editors job is inconvenient.
Also, so obtained DOIs are only second-class citizens in the wide world of the Crossref services which are dedicated for indexing research papers.
