Ofcourse it does. Membrane itself has a pH that reflects its environment and ionic strength. If you put NH4Cl outside, it dissociates and NH3 negotiates the membrane readily ,leaving the external side acidic and so on. Of course one is talking about gentle variations and not beyond 2-3 units and in a short duration. It is worth remebering that the effects are quite circumstantial and the actual experiment decides what happens. Membrane itself is not likely to exhibit much change in the pH other than its ambience and beyond what is expected of Gouy-Chapman double layer effects.
