In many cases, natives were third-tier dwellers who lived in the valleys. Following independence, elite natives went up the hills. Now, the elite are occupying hill after hill leaving slums in the valleys.
There you have a complex interaction of history, geography and economics. Yet, we have not looked at the dynamics of economics in that broader thrust.
