For making a slide show, Microsoft Office PowerPoint is one of the best software. The image file with JPG extension name can be used by Microsoft Office PowerPoint. If FPGA can save JPG file it will be OK. If it cannot save JPG file, you can use a camera take the picture. The picture is JPG file.

There is a processing on the image before displaying it on the screen. So we need to write some instructions to display the image.
Checkout this book, Embedded SOPC Design on FPGA by Pong Chu. He has given multiple examples with HDL logic.
