Actually, many SSCI and SCI journals don't ask authors to pay a publication fee. Generally, institutions and readers pay to read and download papers. I published a paper in Teaching and Teacher Education. I did not pay anything. I know that people who wish to read my paper have to pay (not sure how much, it's just called "Purchase PDF").

However, most university libraries pay a fee, so if you have a position in an institution, you can download it for free.
There is a simple way to know, just type "No page charges, no color illustration charges and no publication fee" or just "no publication fee" + "impact factor" on your search engine. There are plenty. For example:

Another way is to type "Elsevier impact factor no publication fee" (or any other publisher).
If your affiliation is from a low-income country, you can get a waiver from most "big" publishers (Elsevier, Wiley, Springer, Taylor-Francis, etc.). The waiver ranges from 50%-off fee (moderately low-income countries) to 100%-i.e. free publication fees.
