I assume that this question will be answered by university teachers with experience - but also by students - in quite the same way. A broad range of courses, excellent teaching, which also includes the introduction and participation of students in research, good personal study advice, a good climate between students and professors, but also within the professorship, good networking of the university with the institutions of the university location that offer suitable internships for study courses. Research colloquia and international conferences, which are also accessible to students, etc.
It depends on what to consider as the goal of education. If we talk about the reproduction of performers, i.e. people who perfectly fulfill the instructions and comply with all the "rules of the game", then of course the resources and prestige of the school play a major role. If we talk about the level of knowledge and creativity, it was and will be dependent primarily on the personality of the teacher (professor).
So, among of 5 Nobel Prize winners in physics (since 1990), having “Soviet” origins (Alferov, Ginzburg, Abrikosov, Geim, Novoselov), two (Ginzburg, Abrikosov) studied at the Russian top university (MGU), two other - in the “decent” MIPT (known as PhysTech), none of them, as far as I know, attended the elite school ... The only one of the top 10 Russian physicists whom I know personally, was graduated in middle school in a quite provincial city, and after in a mediocre university of a provincial town. But I know the professors of this university and therefore I am not surprised by his current position...
Effective communication, innovative teaching and learning strategies, educational support systems, & resources are all important features of a qaulity education.
I believe one of the required features of a university is research. With research, the university contributes to the enhancement of knowledge which is important for the society. Without research, faculty members would not be able to keep improving their teaching.

You have described the conditions necessary to satisfy the desires of the students (although not all ... they still want to live fun and communicate with each other). But it is impossible to satisfy students who do not really know what the university can give them. First of all, this is the understanding that they do not know anything yet ...
This is the time to say like this though we have a golden era when the meritorious students were engaged in students politics. Now the scenario is opposite.
