It depend what type of materials and machining you are using. I think the shear and rake angles are very important to consider if the materials are very tough. you should also take care of your tool clearance if the materials are brittle. For example in high alloy steel you you not have high shear velocity because you will change the property of your material.

Regenerative chatter largely depends upon Machine tool dynamics. Regenerative chatter vibration arises due to interaction between the machining process and the machine tool structure. Regenerative chatter occurs at the frequency of the most dominant mode of the machine tool structure. Effective rake angle, clearance angle, workpiece hardness, instability of chip formation and tool wear are factors affecting the Regenerative chatter. Improving the design of the machine tool or by using additional devices that can absorb extra energy or disrupt the regenerative effect can help in reducing the Regenerative chatter during machining.

The answer of Manu Dogra is really very complete. But from my point of view you need to analyze to the combination between depth of cut and spindle speed (if you want you can see the stability diagram attached).

For all machining process there are a maximum depth of cut (b limit) that ensure a stable process without chatter. This value depends of the dynamic behaviour of the machine tool.

rake angle and tool angle depends largely on the materials. Shear angle depends on the speed of cutting and the cooling or lubricant plays a major role between all these variables. Thus using the advanced manufacturing formula for cutting with respect to these variables will help you greatly

Factors

- cutting tools: material and geometry

- workpiece: material

- operation kinematics: turning, milling (runout),...feedrate direction

- system dynamics: flexible workpiece, flexible tool (ir machine-tool) or both; number and direction of the DOF to be considered; also constant or varying dynamics

- cutting parameters: mainly spindle speed and depth of cut.

From a practical point of view, more often than not chatter can be caused by the machine tool being in poor condition - worn slideways. Blunt tools, to large a cut or /and the spindle speed to fast. A poorly located component or tool will also allow vibration to occur.

Also the strength of the part being machined, a thin walled tube for example is more likely to chatter than a solid bar, given all other parameters are the same.

Regenerative chatter depends on various parameters like tool geometry, input cutting conditions etc. One of the most important parameter is the work-material/work-piece's material property. The material should be homogeneous in nature. However, in real working condition a material made of mixture of several ingredients can't be absolutely homogeneous. This non-homogeneous nature give birth to regenerative chatter.

I would say the non-homogeneity of the material (hard particles) can favorise chatter onset but the lack of stiffness+damping in the machine-tool-workpiece-tool pack is the main cause

1) Work piece: material properties (homogeneity)

2) cutting parameters: spindle speed, feed rate and depth of cut

3) cutting dynamics: mass, stiffness and damping

The sources of machine tool vibrations are:

(1) In homogeneity in work piece material.

(2) Built-up edges in cutting tools.

(3) Unbalance and disturbances in the drives.

(4) Intermittent cutting (like milling).

(5) Transmission of vibration from ground which vibrates due to other reasons.

(6) Generation of vibration from the cutting process itself commonly known as machine tool Chatter.

Apart from the cutting process parameters, the other parameters that influence regenerative chatter include the modal parameters, the material paramters, tool geometry, the extent of machining execution, thermo-metallurgical effects and tool-workpiece relative motion.

Tool geometry is a reflection of the rake angle and can attribute to shear specifically in brittle materials
