Psychometrics is a field of study concerned with the theory and technique of psychological measurement. As defined by the National Council on Measurement in Education (NCME), psychometrics refers to psychological measurement. Generally, it refers to the field in psychology and education that is devoted to testing, measurement, assessment, and related activities.[1]

The measurement is statistically defined as the estimation of objects and levels quantitatively according to a given set of scales, based on Thorndike's idea (all that has an amount and every measurable amount).
Psychometric measurement is one of the most common methods used to measure the psychological phenomenon that is characterized by complexity and variable pluralism. The measurement focuses on the theory of personality and is defined as the collection of related behavioral patterns.
The difference is almost entitely conceptual. Practically, the two should converge.
