Yes I believe there is. Here in the Philippines (a developing country), there are students who could not go to school regularly due to lack of money for food and transport. With over 100million people, our government's support system (i.e. funds and programs) is just not enough to support all the poor/underprivileged people. The effect of the free tuition law (recently signed) remains to be seen.
The problem really stems from poor quality of schooling, thereby not preparing students for University studies in terms of knowledge & soft skills. Inspite of this, students from poor socio-economic background excel in India.
In my country Sri Lanka, we have made education compulsary for all children- so non scholing is not a majour issue. However, when it comes to the university level education, yes, the socio- economic background matters for their education achivement due to many reasons. It is a accepted fact that children need a better envioremnt for their education which include facilities in both the educatio institution and as well as their own living place ( home).
Loss of direction, loss of focus, consideration must be given to lack of ability in the field they have chosen, both student (research) and mentor (research and/or teaching).

Generally it is believed that it is the Head only who is responsible for the academic failure in any university. To some extent, its true, but to me its the whole the team who is responsible for the uplift any academia. This team includes:
a.Tthe honest, efficient, qualified and the dedicated leadership who can run the system effectively,
b. Qualified, dedicated faculty who can bring new knowledge and cross academic experience for teaching and nurturing (tarbiat) the students,
c. Energetic, dedicated and trained staff
In my opinion, the overall major causes for the academic failure mainly in the developing countries are:
i. Non transparency in employment and financial transactions
ii. Non existence/non implementation of academic policies
iii. Non sufficient Resources/Modern/Updated facilities (lib, lab and research)
In my opinion, organizational politics and nepotism are considered major reasons behind the academic failure. It is the responsibility of the Institutional and departmental head that the system works on quality and merit-based. The right kind of evaluation system (research output, discipline, seminars, conferences, projects and etc.) should be in place to boost academic output. Academic Institutions should also develop industry-university-government collaboration to increase job opportunities and inculcate skills that industry needs.
