I'm looking for different methods of synthesizing Ce nanoparticles especially through hydrothermal reactions (i.e. by hydrothermal autoclave reactor), and I'm curious about their applications in spectroscopy. Did they exhibit fluorescence and do you think they can act as a fluorescent probe?
And I'll be really grateful if you share related articles with me, too.

Probably you mean no cerium (metal), but its derivates (oxides, salts). There are a lot of information about synthesis of ceria (cerium dioxide) nanoparticles, including the hydrothermal method – see example in the attached link.
Unfortunately, cerium dioxide nanoparticles exhibit weak luminescence and hardly fit as a fluorescent probe. For these purposes it is more suitable the nanoparticles of cerium salts (e.g., fluorides) doped with other RE elements (for example, terbium) - example in the attached link too.
