Second hand may be your best bet, either through companies that specialise in reconditioned equipment or auctions. Unfortunately, because I'm in the UK, i can't give any recommendations.
There are used equipment brokers who may be able to help you outfit a new lab on a budget. If they do not have all that you need they have a network of other brokers who may have what you need.
You can check www.labx.com, this site offers brand new lab equipments and used (but under good condition ) analytical instruments for much more cheaper price.
Agilent and Waters offer Domo units for better price and also have renting revice. I trust you will find this information helpful.
A lab I previously worked in purchased HPLC equipment from Marc Nathanson, located in MA (http://www.marcsnathanson.com/) and he was phenomenal. The equipment was in great condition and the prices were very affordable. Also, when I was setting it up, if I had any questions, he was available via email and phone 24/7. He's very knowledgeable and friendly too.
I kid you not but try eBay !!! I have sourced several hard to find equipment pieces from eBay - it can be tricky as many institutions will not let you purchase on auction sites but as you are a private company (I resume) it should be easier.

Labx and ebay, you can also try major instrument manufacturers--they won't be the cheapest but they do sell used/refurbished/demo instruments.
Yeah, I actually went to eBay for a nice little heating/stirring block/blow down apparatus for a couple hundred bucks. I'm a little weary of buying a whole HPLC module from there, though. We found 2 nice, small businesses that do all of the legwork Ed had mentioned, and also talked to the person in MA that Mallory had mentioned. It looks like we have got some nice quotes on refurbished 1100's with DAD, RID, ALS, Quat pump, warranty, install, software and customer support for just over 20,000.
