I've not come across much theory applied to domestic tourism (an under researched field in general). Agree that stakeholder and participation theory are useful; albeit incomplete. I think sociological perspectives are interesting also; looking at resident attitudes for instance. Yet again is frustrating how little theory there is. A massive literature gap for a brain bigger than mine I suspect!
From my point of view, domestic tourism can be both studies - demand and supply of tourism system. If you focus on the tourists' side, understanding of what is defined as domestic tourism can be further enhance in satisfaction, experiences sought and so on. From the supply side, domestic can be explored on the strategies that NTO taken to harness domestic tourism. Is a top down approach initiative or bottom up approach.

The work is old but is very good "Tourism and Development: Issues and Concepts". David Telfer and Richard Sharpeley (2002 updated 2008, I think). These two gentlemen had done an excellent job at dissecting the concepts of tourism, sustainable development and development and then cobbling together a good position that encapsulates a type of sustainable tourism. Their posiiton is good for understanding how to craft a domestic tourism posiiton. One thing they make clear development is unique. .
