To avoid oversights Check sheet is normally prepared and followed.
I read some where they also use Score card technique (as in National Institute of Standards & Technology) with following parameters in a 2 x 2 matrix

I am not sure if those 5000 in SA were all by 'personal' invitation as your conference. I will not push my question further but allow me to say that a Conference by invitation 'only' seems to be at odds with the idea of 'universitas' and openness to knowledge.
Dear Debra, normally reviewing papers for a conference is a rushed job. We assume that the authors are honest, and not plagiarizing others. The reviewers may not be familiar with the latest in the literature. Again we assume that authors were honest in their review, and interpreted matters correctly. Whatever errors will be the authors, surely not the reviewers'.
Recently I reviewed an article on blended learning, already presented at a conference that was supposed to be published in a book, and I found several errors in the grammar (minor), a whole section that was lifted from the introduction into the abstract, and some other glaring major errors. Thanks.
