There are several current trends in policy analysis, but there is no one general trend universally.  I agree that evidence-based policy has taken on momentum recently in terms of building policy argumentation.  However, I believe that A better way to examine this issue is to look at different levels of analysis and different regions.  Topical issues internationally in foreign policy is the middle eastern issue  -Israel/Palestine, Syria, Egypt, etc.  In Africa more generally health policy, etc AIDS policy and other health issues. In the US there is economic and poverty issues and policies, and so on.
