Do an Internet search on the topic Polycentrism - this is the concept that sovereignty or governance is usually distributed across jurisdictions (regions, domains, etc.) as in some form of federalism or federation rather than unified in some central source. This is political theory attempting to catch up with the way the world has increasingly been working in the modern era.
