What actually do we mean by speed of light? Is it a dimension of space (may be one dimension) of which certain units are traveled by a photon (or whatever a light particle, corpuscle, unit, means) in a given moment? The crux of the conundrum lies in the word "Speed" or "Velocity". It is the amount of length traveled in a given amount of time. Is this length a classical length? Does quantum length signify a different entity? What about time? What time the same time that is measurable into seconds, minutes etc. or some other entity which has a different sense?

The fundamental meaning of the "speed of light" is that it is the maximum possible speed of interaction (signal) between two bodies. Not only photons travel with the "speed of light". Other particles with zero mass (gluons, gravitons, ...) must also travel with this speed.
This speed is constant in all inertial systems and is defined as the ratio of the distance between two points in an inertial system to the traveling time of photons/gluons/gravitons from one point to another. Distance and time are meant here in classical sense, of course. At the scale of Planck length and time (where space-time reveals discrete properties) there is no consistent relativistic theory yet.
