It was known that mixing equal volume say for example 25 mL of ethanol and 25 mL water doesnot result in 50 mL final volume of the final mixture.

Suppose I'ld like to prepare 100 mL of 70% ethanol, So in this case upon adding 30 mL water to 70 mL ethanol results in less than 100 mL (say 98 mL) of final mixture, So should i consider this less than 100 volume (Say 98 mL) as final or should i add little more water untill my final mixture volume shows/reaches themark of 100 mL ?
