I submitted a draft paper for publication around early 2021. The paper was not cleared on technical grounds & thus not published.
Later, I submitted an updated draft to the Editor in his personal capacity around August 2023. He marked the paper to an expert and asked me to get in touch with him directly. In early January 2024, the expert gave an excellent review.
Q:
1. Can this paper be called a peer reviewed document?
2. If yes, under which category it could be uploaded on ResearchGate before its formal publishing?
Please advise.

You may upload this in the category "Preprint". But you have to be sure that the journal to which you submitted your paper allows preprints. See also this help page for more information about preprints: https://help.researchgate.net/hc/en-us/articles/14293104044177
As far as I know, only papers (i.e. after publication) can be called peer reviewed. Unpublished texts like preprints cannot be called "peer reviewed documents", even if someone has already reviewed them.

As I understand now, there is no term as 'peer reviewed document'.
It is only a 'peer reviewed publication'.
