I am looking for translation and rotation independent feature extraction techniques.
I know SURF is rotation invariant. I would like to know any other better ways.

For the purpose of rotation invariant, there are also other techniques which are presented below. I hope that they satisfy what you are looking for.
1) Scale Invariant Feature Transform (SIFT)
2) Binary Robust Invariant Scalable Key points ( BRISK)
3) Fast Retina Key Point (FREAK)
