Reham Dabboura You need to select the precursors that will yield Ag, TiO2 and SiO2. You also need to select the percentage of each of these that you want in the final composite. Your question needs more information for getting a specific response. For TiO2, you can use titanium isopropoxide or butoxide as precursor.
I don't understand what you mean by 'air purification'. Does this involve removing particulate matter (e.g. PM2.5) , CO2, NOx, or what? Attached on PM's.
In terms of the catalyst then it seems your in the supported catalyst region where absorption of an appropriate precursor (for Ag often Ag(NH3)2+), in the correct concentration for say a 5% loading, on the dried support (of known pore volume). This would be followed by an appropriate reduction step for which I recommend dilute hydrazine hydrate or H2. For generalities on supported Ag catalysts see (registration required):
For the support sol-gel (for TiO2 the isopropoxide route is extensively used) has been suggested above. Personally I'd buy in an appropriate TiO2 and combine it with an appropriate silica sol-gel precursor.
