As it is with lymphatic vessels everywhere..directly via the cell membranes. In the meninges, blood and CSF is only separated through (partially fenestrated) basal membranes and endothelia of the ‘meningeal capillaries’. Active transport and passive diffusion. Meningeal vessels are not really vessels …these are cellular channels adjacent to blood leading structures.

Search for fenestrated vessels and lymphatic vessels. Lymphatic vessels are always discontinued since they start at a point (source of drainage).
