Suppose in image processing, SSIM value is higher but restored image is visually not improved then, what quality metric will help us to measure?

Hi, I used underwater images, tried to have visual enhancement. There I used SSIM to measure the performance, it is higher value but poor in visual enhancement. Any other quality metrics to suggest? Thanks.
