Should we use TE buffer to make Chelex 100 suspension?

I need Chelex 100 suspension for DNA extraction from blood sample.I should make Chelex 100 suspension in MilliQ or TE buffer?

Making suspension in MilliQ is better as it has been suggested in various sources to make suspension in UV treated De-ionised HPLC Grade water. Please check the link for a source
