Recently there has been a huge upsurge in the number of journals being published: Now there is another trend where many journals are charging Article processing charges-- Due to huge number of journals there is a lot of competition to publish.
This is leading to the publication of articles that normally would have been rejected.

Yup, there should be a cut and the new journals shouldnt be given issn number unless they publish 3 issues.
I think a researcher owe himself or herself the obligation to publish quality and solution centered research work than run after number of publication for whatever reason. Going through a peer review process is educative.

The focus on number of articles may encourage compromise of quality of those articles. It is better that they are few and relevant than many without impact.
