I just recently submitted to a reputable journal in my field, and after almost 2 weeks of the submission the editor offered a transfer to an oppen acces journal without sending it to reviewers
Firstly I accepted the transferred decision by mistake but after that I withdraw the manuscript from the system.
Now I chose to submit the manuscript to another journal under the same academic publishing company but not recommended by the first journal and my question is should I mention the transferred decision made by the first journal in the cover letter or not ?
Dear Hamza Hboub , The short answer is no. The thing is that the transfer service is meant as service (https://www.elsevier.com/authors/submit-your-paper/submit-and-revise/article-transfer-service ). The most important benefits are: you receive suggestions for a more suitable journal and especially when already some peer review has been performed then this info is transferred to the suggested journal as well (and potentially speed up things).
However, it is all up to the author(s) and you are free to decline the offer. At https://www.elsevier.com/authors/submit-your-paper/submit-and-revise/article-transfer-service it states “Choosing a different journal. If you would prefer to submit to a different journal, you may simply decline the transfer offer and submit directly to your chosen journal.”
So, in your case just submit to another journal (also with the same publisher) without mentioning anything about the desk-rejection and transfer service.

I agree to not mention this as the benefit for you is negligible at best. It will not improved your chances of being accepted next time, which would be your primary objective.
