For some professions commute is considered “billable time” if one is doing it specifically for attending a matter that concerns a client. However, a daily commute to work itself is questionable to say the least. A good reason is your example on the “nap time”.
Nap has various health benefits, if commuting is a time for nap, it may improve an employees energy as well as spare time that he/she may consume after reaching the home. But it can only be a rough idea, need to be scientifically proven
Commuting cannot be treated as work as the very definition of work is different. The findings in your research shows that travelling time is higher but the possible reason might be because the government has halted/no idea on how to improve the traffic conditions. 1. Lets say that if a person has to use a four wheeler there must be more than two/three person.2. Workplace- Metro cities are flooded because of the lack of work in their region. Hence, there must be a limitation in expanding the workplace, meaning if the workplace needs to expand they will have to move to a different district.
Very nice question. We lost some people at work because the commuting time as also cost was a strain for them.
