Yes, because the protective immunity against SARS-CoV-2 is short-lived.
Looks like Not. Because immunity to virus or infection based not on high titers of antibodies, but on memory cells presence.
If people already having antibodies in their blood to virus, they already having memory cell and appropriate immunization.
However, people who is front line workers - teachers, nurses, policeman, doctors, public transportation, salespersons - should be immunized.
There has been some updates on reinfection/recurrence of COVID19 in recovered patients. Prior infection with the virus may not boost the immune system significantly enough to prevent reinfection/recurrence. So, in due course of time, even the convalescents should be immunized with booster doses of vaccine, besides the uninfected ones. But definitely, the uninfected ones should be prioritized.
If COVID-19 antibody did not stay long, reports have said that people might need multiple doses of a potential coronavirus vaccine to immunize themselves from the coronavirus.

This is a very good question, but at this time, we don't have enough information on role of immunity in protection and duration of immunity.
