However, with regard to animal rights and teaching quality, is it effective to only use video demonstrations for UG students versus large numbers of animals, and using limited numbers of animals for PG?
I think Animation & Videos are replacing the existing practice on animlas for UG Students successfully. And as we all know PG students are engaged in exhaustive research they should alow to use animals for their dissertation works.

Anyone can (UG/PG) use animals for experimental purposes with proper institutional guidelines/training/approval.

First the student must use other technical way as toys similar to animal, introduce theory application with inanimate models and then under supervision of a professional start working with live animals, there are multiple teaching programs for this and depends on the type of animal you intend to use for teaching, large, medium or small, farm, affective or laboratory animals.
The question was not only about undergraduate teaching but also about postgraduate research, was not it? The postgraduate RESEARCH is a research is a research, and if it really needs killing laboratory animals you hardly can substitute toys for them. As for undergraduate students, I think the answer depends on just what kind of specialists are you educating.
