QPCR results in CCE (calibrator cell equivalents)?

We are quantifying E.coli and entrococci in water samples by qPCR and we woudl like to express our results as CCE (calibrator cell equivalents) as described in US EPA 1609.1 and US EPA 1611.1. However we do not understand the conversion of the ∆∆Ct value to CCEs in test sample. Could anybody explain us this step? Thank you
