I want to know if an article is published for example in Persian, can the same article be published in an English journal for gaining its own international readers?
Essentially NO. Only if the journal where it was originally published authorizes it, because it is the same content in another language. Anyway I recommend looking for multilingual journals that allow you to publish in several languages.
Generally speaking, publication of the same paper twice is considered a case of self-plagiarism and is unjustified by the decree of many ethical bodies in scientific research like the Office of Research Integrity (ORI). In writing scientific papers , self-plagiarism occurs when authors reuse their own previously written work or data in a a newly written paper without informing the readers about its previous publication in another journal. This results in the so-called duplicate publication where submitting a paper with the same data to more than one journal takes place without notifying the editors or readers about it . Even if one changed the second version of the original in terms of title, abstract, and/or order of the authors, the act is still regarded as duplicate publication. Consequently, creating a textual slant results in a redundant paper violating the the main goal of writing scientific papers, which is contributing something new to the established universal body of knowledge.
