Could you state what observation led you to these ideas? Can you also provide some evidence? I assume you will study the entire project cycle to conduct your research? How will you select your sample? How do you expect to gather information on the projects you select? Simply put you need a section on background and a section on methodology? You should also keep in mind that many donors present their failed projects as best practices. You may want to develop an analytical matrix for collecting, entering and comparing data on critical variables to draw conclusions. So you need to devise a criteria to identify best practices. Some interesting work in this area has been done by many Pakistanis, and you should look into that as well.
The most important aspects that needs to be considered would be the project life cycle which include planning, execution, monitoring and evaluation. Eg in the planning stage Need assessments and prioritization,setting goals, objectives and expected outputs and outcomes, allocation of resources etc and then about management of the project.
I think that this research question lacks many things to be cleared up:
Critical factors for successful projects in developing countries?
1. What is a critical factor?
2. What do u mean by a "succesful"?
3. What kind of project?
It is an extremely broad question.
If you try to analyze projects that increase productivity, first I would focus on ONE country, not developing countries as a whole. I would use a structuralist or dependency theory that suits your needs to understand critical factors on Economic development in this field,looking at what other researchers have done in the field, and choose case studies such as Pakistan. Narrow much more the research question to something that can be done. In addition, a first step after the narrowing, I would explain your understandings and conceptualization of the concepts you will use in your report (and specially the ones you are using in your Research Question.
