I was going to suggest that you go to the Genome Browser Gateway, because for most genes now, you can find pre-designed primers for SYBR green RT-qPCR assays. But I see that your gene of interest has no introns and the pre-designed primers are all selected to "span" introns--so there are none for your gene. However, the fact that there are no introns means that whatever primers you use will also amplify any genomic DNA contamination that is present in your RNA samples (something that Qiagen may not have told you!). So you will need to DNAse treat your RNA samples or at least run the appropriate -RT controls to verify that DNA is not affecting your results.

So I just took the coding sequence of your gene (Mouse Olig1, NM_016968) to Primer3 at http://bioinfo.ut.ee/primer3-0.4.0/primer3/

and designed these three primer sets which you can order for less than $50 total from IDT

You'll have to do some preliminary testing of these to find the best one for your assay set up, but you'd have to do that for Qiagen primers as well. Plus you will know the sequences of your primers and you will have a much larger quantity than you would get from Qiagen!

For future reference, if you find your mouse or human gene at the Genome Browser Gateway, look for the line that says "Whole transcriptome Primers" and you should find a number of choices for RT-qPCR designs. (You may have to click on this line to expand it for viewing.)
