There are various factors that can influence the timeline for publication. First and foremost, the journal will go through a thorough editorial assessment to determine whether your paper meets their criteria for publication which may take a week or so. Then there are other factors which include the complexity of your research project, the availability of reviewers, the number of revisions your manuscript may require and the speed at which you respond to reviewers' comments as well as the availability of time on the part of the editorial team. All these may take several weeks to a few months.
I found PLoS One to be a good journal in terms of publication time. Once you submit the revisions, PLoS One will take a few days to a couple of weeks to complete the final editorial checks and then publish your paper.
I would recommend PLoS One for cell biology as well as for rapid publication provided each step is completed as per the required time.
