Phosphodiesterase inhibition using IBMX

Hi. I have tried treated H9c2(2-1) cells which are rat cardiomyocytes, using 0.5 and 1 mM IBMX (3-isobutyl-1-methylxanthine) for 1 h but I don't see any rise in cAMP concentrations. Any idea why it might not be working, since IBMX is a known PDE inhibitor that accumulates intracellular cAMP?
