In terms of quality, there is may be no difference between open access and closed access (i.e., subscription-based) journals. As is the norm in the case of scholarly journals, manuscripts undergo a quality assurance procedure – mostly peer review – before publication.

There is no much difference between open or closed access journals. This option is given by the publisher to author.
The main difference between open and closed access journals lies in the free availability and reusability of the former and in the way they are funded. In the case of traditional closed access (subscription-based) journals, the readers, or their institutions and scholarly libraries, pay high fees for access to the articles. Open access publications, by contrast, can be used free of charge.
I can't say which is better, its depends on the journal, but what i can say is you have to be more careful of open access journals, because some of them can be predatory journals.
Open access journals have expensive APC (Article Processing Charges) and are rarely free. If an article can be accessed easily, then it will be read easily and cited frequently. Many institutions in third world countries don't have access to paid journals and open access journals are a blessing in disguise for them.
