This question comes from another thread. In COVID times, and exceptionally for lack of alternatives, qualified professionals can confer private lower degrees to their students, enabling them to proceed to higher degrees, which will be public, verified by a collegiate.
In previous times, and in current times in Germany and other countries, the same procedure is done as the goal of private instruction. For example, a person with a Ph. D. degree can bestow a bachelorette degree (BA or BS) to a student en route to acquire a doctoral degree, to be evaluated and given by a public institution, with a collegiate system. This can help advance the student, keep research active, and will not compromise the doctor degree itself. Some specialties may require community training.

The degree with out final exam. is also not correct.The can take exam. later also. Safety problem is also big problem before Govt.

APMP: Yes, but there is a long tradition in several countries on also qualified individuals granting undergraduate degrees, which are NOT given by a collegiate, on the way to a graduate degree which is collegiate.
People can go from HS to Dr. degrees, because any intermediate degree is just a "paper on the wall". No one wants to hire a bachelor, in some especialities. Either is too academic, or not high enough.
In computer sciences, for example, one does not need even a bachelor's degree, experience doing it is more important. A private diploma in Python, and knowledge coding, may be all one needs. Bill Gates is not an exception in COVID times.
Students will look for jobs (30%) or WFH (42%), not likely to spend time in education at a school.
