I am nowadays working on questions of logistics related to malnutrition decrease in Emerging countries. I am trying to search to which field those researches can be related and I found that almost all humanitarian logistics works deal with disasters or emergencies, even during the disaster or post-disaster, but I have difficulties to find non-emergency works. Can someone help me to find a terminology to name this logistics field and know if some authors worked on this. I found a few works on social improvement or social welfare logistics, but the field does not seem to be unified and maybe the terminology is different. Thank you in advance
I think that what you are looking for is not clearly defined but that you need to look at how humanitarian assistance is defined throughout a crisis. For instance, in dealing with Internally Displaced Persons (IDP), the UN uses a methodology that moves from humanitarian crisis to durable solutions. Durable solutions is defined as "the means by which the situation of internally displaced persons can be satisfactory and permanently resolved to enable them to live normal lives. Achieving a durable solution to internal displacement means that displaced persons enjoy the full spectrum of human rights and, as a result, are able to rebuild their lives, whether through return to the place of origin; local settlement in the area where they have taken refuge; or settlement elsewhere in the country." Global Protection Cluster Working Group, Handbook for the Protection of Internally Displaced Persons (March 2010). Within this broader definition of durable solution you find sustained logistical operations. This will be similar with other humanitarian crisis. You also need to consider that often the response shifts from "crisis" to "development" and thus the focus is establishing a sustainable logistical system that supports the local economy. I would look at the UN Development Program (UNDP) for more information.
The thing is that the "humanitarian" adjective is in general reltaed to crisis or emergencies but not to daily help for social improvement. And what I'm working now is dealing with helping people to help malnutrition and improve their daily life but not necessarily to deal with crisis or emergencies. I'll check the UNDP, than you very much!
Specifically for food security, I would look at the World Food Programme (WFP). Attached is their 2014-2017 Strategic Plan which may be of help.

I am not sure whether your question deals with entire operation of a welfare program designed for malnutrition including organization and implementaiiton or only the transport part of program. If it is only for humanitarian objectives, it will relate to all existing nutrition welfare programs of a country. In such cases, you can look for all Nutrition welfare programs to understand the operations. The logistics (transport) used for such program is as exists within a region, that is, the existing transport facilities are used. In India, we have many such programs, which are very well managed by the Govt. sector. The programs are de-centralized for better control.

The ‘ excludes it from all else’ bit is called the ‘specific difference’, and if it is missing the statement will lack convertibility. For example : All bachelors are males, but not all males are bachelors .The statement lacks a specific difference, namely the word ‘unmarried’ which provides convertibility ...All bachelors are unmarried males, and all unmarried males are bachelors.
I do not understand what Edward wants exactly to say ... Yes, I understand that a definition needs to say what a thing is and what it is not but in the case of non-emergency humanitarian logistics? I found the term "social welfare logistics" (and "social improvement logistics") which are close to what I intended to say: the logistics operations that allow a social improvement of in general low income or fragile populations.
