I recently peer reviewed an article for a scopus indexed journal (Q3). The paper had some serious issues with writing errors, data presented in table don’t match with some of the findings mentioned in the result section, had some false references as well. But now I can see in the author decision letter, the editor has accepted the paper for publication in the journal without any changes suggested and asking to the authors to pay the the apc charges. Is it a common scenario in scientific publications?
I think you should contact but it may not help you if they exercise the policy to publish the paper to be accepted. Besides some journals says, the author/authors can change the manuscript before accepting whereas some do send the paper to author for final check up. You should contact them. Best wishes

I understand your disappointment - that your work seems to be for no benefit. You have spent all this time and effort and it seems like that journal has wasted it. I think it sounds bad but I agree with Ritesh Karmaker that it may not help you.
The practical (and very cynical) side of me says they are just trying to make money. The article I attach is a bit old but it opened my eyes on how much money journal publishers make.

It would be interesting to know which journal you talk about. The thing is that there are fraudsters and journals of poor quality out there claiming a Scopus indexing or with an actual Scopus indexing but who are about to get discontinued. A notorious example is discussed here https://www.researchgate.net/post/Are-these-journals-indexed-by-Scopus-IJEAT-IJRTE-and-IJITEE where the Scopus indexing is/was exploited, and they start to accept basically everything to collect the money for as long as the Scopus indexing will last.
It would be interesting to see if something like this is happening here as well.
