Humanitarian logistics sounds like an interesting topic. You could employ a number of methods to investigate the phenomenon.
I would tend to go for a mixed method approach.
You could do some sort of a participant observation/ ethnography or even case studies of selected NGOs.
You could do depth interviews of officers involved in Humanitarian logistics.
You could understand perception of Humanitarian logistics from the end user/ consumer perspective (for which you can develop a survey and run descriptive analysis and correlation/ regression/ PLS or SEM analysis).
Choice modelling is quite popular in logistic studies.
You can nicely develop your ideas to capture the areas you mentioned (time of response, efficiency, transparency and security) using service quality (ServQual) literature in particular and services marketing in general.
For all these, it is a good idea to study different methodologies used in your discipline. Also you need to consult your prospective supervisors of your PhD. They may have preferences.

It is indeed an interesting research topic. The suitable methodology is dependent on your research problem, research objective(s) & research question(s) related to Humanitarian Logistics. If you have identified / completed the above fundamental 3 in research, they can prompt you to consider what research methods to choose from e.g. quantitative, qualitative or mixed methods research as well as their detailed research design / data analysis techniques etc.
