Most effective is the TiO2 polymorph anatas, which has an optical band gap of 3.5 eV. Thus you need UV-A radiation or higher energy.

If you're starting with powdered TiO2 then you're going to have a dispersion issue, IMHO. Take a look at this webinar (registration required):
