It seems that we can change them with any number, as long as it satisfies the criteria (could be the model's accuracy). In this case, we would like to weaken the effect of a certain set of frequencies (i.e., < 10), and a division by 10 is chosen. I believe we can divide it with another value, especially when we deal with other data. At the same time, we would like to strengthen the weight for the frequencies between 40 and 6000 (to capture the dynamics at which the response data magnitude is low). In the documentation, a multiplication by 30 is chosen. I also believe we can use another value (e.g., 40, or even 100) especially when we deal with other data. Since the data magnitude might not be really low in this case, so 30 is sufficient.
