I prepare M9 Agar plates with 0.4% Lactose for selection purposes, but the desired bacteria grow in a weird manner covering all the surface of the petri dish without being able to form distinct CFUs. The same happens in the serial dilutions until there are no bacteria anymore. Do you think there is possibly something wrong with the plates preparation? Has anyone faced before this?

I think it more likely the problem is with the culture itself. Do these cells form normal colonies on some other medium?
Also what happens if you just steak that strain out on those plates?
I can't really think of any reason that incorrectly prepared medium would cause aberrant colony formation like you see. If you had no growth at all then maybe I would say there is an issue with the medium.
