What does it mean for a Journal to call for a special issue? Is there any APC for special edition for those Journals with APC?
There some Journal that naturally they collect APC, if such Journals make call for special issue, are they going to still charge for APC?

Special issue differs from a regular issue because the papers constitute a collection around a special topical issue (of interest) from a specific group of authors notably with specialisation or having high expertise in the area chosen considerably as a decision by the journal or a request from a group of scientists to publish around such a proposed theme. APC is normally exempted for the authors called for the paper. They make APC free, often times. And experts in the field are called upon, not just any author.

Special Issue is an opportunity for authors to show authors respect to guest editors in the form of preparation of original research or original review (overview) paper in accordance with special issue (SI) topic. Active authors can propose their own SI topics and to serve as journal guest editors if they are interested in editorial activity. Concerning APC, it is really another question, which should be addressed to specific publisher. Subscription journals do not require APC upon copyright transfer for accepted manuscript. Non-funded author can request APC waiver in Open Access journal and never submit to journals and publishers who cannot provide APC-free publication.
