I plan to present my findings on the conference. After that, I want to write a full-text article and submit it to the journal. About 90% of results will be new, while remaining 10% will be from my conference abstract.
Can I include preliminary findings from my conference abstract in further manuscript? It is ethical and do not disagree with policies of journals that "Results reported have not been published elsewhere"?

What you are suggesting is perfectly fine, and it is done frequently by scholars. The policy that "Results reported have not been published elsewhere" would not apply to a conference paper or abstract unless the conference paper was published in a Proceedings volume or in a different journal.

My conference will published all abstract in the file called "Conference Program" or "Conference Schedule", not in the official Proceedings Volume (with DOI as a post-conference journal issue). It is still fine?
Yes, that is still fine. I and most of my university coleagues do/did this regularly. Writing a journal article as a conference follow-up is a good thing because it gives the scholar a way to reach a broader audience.
