This is an extremely broad question. As an anthropologist, I would say an early 21st century perspective on this in relation to current civil engineering questions cannot identify important aspects of human behavior in an evolutionary sense, which is what such a question entails. A very reductionist answer from anthropology would be: the driving force behind human behavior (if you mean the evolved motivations/psychology of modern humans) is getting enough food, sleep, and sex, and any 2 out of 3 "ain't bad".

Inspired by Newton mechanics Jeremy Bentham applied reductionism to human behaviour, by assuming that maximisation of usefulness is the driving force behind people's behaviour.Of course that such a claim requires gigantic reductionism. While such a claim is an obstacle to the involvement of ethics in interpersonal relationships, it does not even hinder ruling economics concepts from indirectly deeming those who are unable to achieve the greatest possible utility for themselves as incompetent and lazy.
It is not only that. Among with, the different measurement should be conducted to identify various aspects of every things. There is a lot of lacks and limitations within this ones.
