Throwing garbage may be prohibited by local governments in several countries. However, we still in many countries observe few people break the rules and throw trash from their cars on to the roads. What can we do to make our city clean and friendly for health lifestyle and for the tourist? Example can be seen in many contradicting issues. Many are aware of the wrong behavior but still do it?

Yes dear Hashem, it is unethical. Regarding if it is legal or illegal, this depends on the laws of the country and the regulations of the environmental associations.
Many are aware of the wrong behavior but still do it? People are aware of the risk of such action, but still do it. Another example are those who know about the risk of smoking but they continue smoking.

For answer of this question I would like to share my own experience..
I have a habbit to keeping all waste material in my vehicle's storage box n whenever I return to home I throw them in my dustbin.. During my college days in summer, On one day when my friends threw ice cream wraper on the road n I picked it up from that moment he never throw such things on road.. So, thn all my friend do the same..
Many do not realize that a insignificant act/decision copied by X millions of people becomes a significant act/decision with (long-term) consequences...
Friends, would anyone dare to throw things out of a car in Singapore? Not a soul, because they will face a heavy fine! It's certainly unethical and unfair, to ask others to pick up our rubbish after us. It's like throwing our trash into a neighbor's compound :( Would anyone like this to be done to you?
Dear Prof Kamal and friends, it's the same in Malaysia. There's a fine for littering public places including roads. But some people think no one sees the bad things they do, for selfish reasons. At times, it seems we live in a society that doesn't bother with God and other humans.
In India throwing barbage or littering in public places is not considered illegal. But being a citizen it is unethical. However in some countries it may be illegal.
To solve this global issue is not an easy task. If rules are made against littering in public places, it is violated and people still throw it. If the act is made illegal, so then there are people to commit crime. Moreover the act of throwing is copied easier than copying "not throwing".
The actual solution lies within oneself. It should be an individual effort of throwing waste in garbage bins and also put an effort in picking up litters and make sure they reach the bins. This Noble act would definitely inspire somebody to follow the same steps.

In Greece is illegal, but I have never seen anybody to get a fine. A similar situation is in coasts! This shows that there is no ecological consiousness!
Just to provoke discussions:
Trees throw their leaves on the ground or birds on cliffs produces tons of 'metabolic waste', which could be considered as examples of nature's garbage. Why making a distinction between garbage produced by nature and garbage produced by humans, also accepting that humans are part of nature?
I observed that garbage can used as a resource for wildlife (e.g. insects using cans as a refuge), and this is not a joke! Thus, the same object can be considered as garbage or a construction to support nature or its components...
Plastic waste material or canes may be consumed by aminals which may chock them.. Or evven if it stay on side of road or on land then it may damage soil as these materials are not biodegradable..
Dear friends
In some countries it is illegal but the application of rules or giving who does it fine is limited. If littering an organic seeds of fruit for example, this is not considered a trash. Any way, we need both education and enforcement of the law. Increasing the values of society by education such as loyalties and responsibilities is a must. Applying rules and following illegal act is also required.
Interesting topic.
Throwing plastic (harmful) materials certainly will have negative effect on the environment. Ethics drive many people willingly to follow the right action to protect the environment and legal rules force other people to follow the same right action to avoid breaking the rule and get fine. Raise the awareness is required all the time to motivate and educate public to start think of safety of other creatures in the environment because we share it with them.
Enviromental protection law enforcement is almost the full answer. However, ethics, culture, and environmental awareness help!

This is a behaviour which one learn as a child. It is not only throwing garbages from car, but also from roof, house windows, walking etc. It is like a virus, if you got it as a kid, then it will be a part of your behaviour !!!
