I saw in news that Japan is one of the safest countries in the world to the extent that a three year old child can go on a public transport alone. While some behaviors exhibited in Nigeria are almost the same thing especially with the comments, mental dispositions etc.

Is this as a result of natural selection, gene mutation due to the atomic bombing at Hiroshima or observational learning?
