The idea is to clone it in a vector controlling the expression of a fluorescent protein to have a easy way to control the protein expression in cell lines, or to sort them on their degree of expression.
In my experience, there are databases that work the other way round. If you have the element, they will tell you which TF's could be interacting with your element.
Maybe whole genome ChIP databases, if there is any made with your transcription factor?
I'm unsure of what you need it for. Is it a positive control for a luciferase assay or something similar? Or do you just need a protein expression system?
