If you have a project to be studied, you can apply for the ICSR Lab access at no cost! It provides full access to Scopus bibliographic data. However, raw data export is almost impossible.
As far as I know, If you could find the time to review and examine an Elsevier's article with regard to its suitability for publication, you will be entitled to accessing subscriber content, you can also use open access content.
As a reviewer you are also entitled to complimentary access to references, abstracts, and full-text articles on ScienceDirect and Scopus database for 30 days.
