There are several options:

-Choose a subscription-based journal.

-Most subscription-based journals are now so-called hybrid journals. This means that you can choose open access option (but if you decline the option for open access, it is still for free). -Have a look at the list mentioned here https://www.researchgate.net/post/Scientific_Journals_with_Open_Access_and_no_APC_free_charges_for_authorsfor open access without APC

-Check open access journals and see if they have a so-called waiver program (and see if you are eligible for a discount or possibly by able to publish for free)
